Innovative Canals Planned for the Near Term
1. Introduction
The project includes construction of two canals connecting the Black Sea with Danube river within Ukrainian territory (the volume of investments is US$89 million, planned annual profit from canals operation after setting projected nominal power will make US$22 million; starting canals operation may be done in 6 months from the beginning of funding).
Designed canals have strategic value for the renewal of and integrating Ukraine into EU from economical, social, and political points of view. Therefore company, which invests and promotes this project, will get solid dividends, and ill also increase its prestige as the company that has opened the "door to Europe" for Ukraine, Russia, Moldova and other countries of Black Sea basin.
2. Project Description
Canals Characteristics.
Operation advantages and its advantages.
Both canals will have considerable advantage in length in comparison with existing Romanian canals, that fact may be noticed when looking at the map. That results in reducing by 7 times the time of passage of ships into Danube riverbed from Black Sea and vice versa. Total carrying capacity of both canals will make 15300 ships per year.
Operation of canals must ensure normal navigation without disturbing hydrological and ecological situation within adjoining area. Therefore optimal canals' traces are chosen along with providing modern design solutions, in particular, canal design includes protecting and stream-directing spurs as well as water-gates, which greatly reduce shallowing of canals and near water-area of the Black Sea.
The first stage of the project provides reconstruction of connective navigable canal by trace "Zhebriyanskaya bay of the Black Sea – water-area of the Ust-Dunaysk port –Danubian arm Prorva". This gives the opportunity to pen navigation for ships of mixed "river-sea" type within Ukrainian part of Danube delta in 6 months. Length of the canal makes 1.5 km. Canal's depth makes 5.5 m, width at the bottom – not less than 40 m. The canal allows for passing ships of "river-sea" type with draft of 4.8 m, width of 20 m, and length up to 120 m. Carrying capacity of the connective canal will make 2800 ships per year.
In the future this canal is intended to operate mainly for passing of small ships and to serve as reserve for the case of unforeseen circumstances.
The volume of investments in reconstruction of the connective canal makes US$ 4 million, annual profit – US$ 2.2 million.
The second stage of the project implies building of full-scale navigable canal by trace «Zhebriyanskaya bay of he Black Sea – Solomonov arm of Danube river» beyond the active part of river delta.
The canal is 9.1 km long, 8.5 m deep, and 60 m wide at the bottom, narrowing near the gates to the width of 40 m.
Designed canal allows for passing sea ships with draft of 7.3 m; canal's parameters fully correspond to the requirements of European Danube Commission and permit normal navigation with minimal 12500 ships-per-year carrying capacity. Ships will be allowed to pass 24 hours a day unlike in Sulina canal (Romania).
Design of the canal implies convoy method for passing groups of 10 r more units. Ships will follow through the canal under mandatory pilotage.
The design also ensures durability of buildings and connecting communications, as well as little volume of dredging during operation. The project may be finished in 5 years. The volume of investments in the construction of full-scale canal will make US$85 million (see brief Feasibility Report).
The project of full-scale canal has the following ecological advantages
Trace of the canal does not touch the core of Danube Biosphere reserve. During operation fresh water will be drained into Stentsovsko-Zhebriyanovskiye plavni's for their natural life support. This will also cease upsetting the conditions of water flora and fauna habitation, reduce flooding inhabited localities lying within adjacent zone. Trace of the canal will bar individuals from violating UNESCO's biosphere reserve territory access from Ukrainian side.
Negative influence of designed canals' operation on the environment is practically narrowed down to zero. This fact is confirmed by conclusions of National Academy of Science of Ukraine and international ecological organizations (see details).
3. Novelty
Canals' tracing, structural composition, and a number of constructive solutions on the project corresponding to the requirements of Danube Commission and taking into account specific natural conditions in region of the construction, may be subject for protecting intellectual property.
A part of solutions is protected by Ukrainian patent (certificate of authority PA #269).
4. Marketing
The project improves freight transportation from EU countries into sian region and backwards, involving Molodva in ship turnover. Appearing on the market is planned by resuming navigation via Prorva canal. Forecast flow of transit transport ships will make 9000 units per year at average canal-charge US$2500 per vessel (for Sulina canal the rate makes US$2600).
Carrying capacity of the system of designed canals may be increased up to 18000 ships per year. The project resolves the problem of sea navigation nd renovation of ports Ust-Dunaysk, Chilia, Ismail, Reni. Ship turnover of Ust-Dunaysk port is planned to be about 600 ships per year.
On the construction of proposed canals local labor forces will be engaged, there will be given an impetus to local industry and agriculture development (the port is the jobs for 8-10 thousand people, servicing the canal and port-fleet ships is also hundreds of workplaces). Many local challenges of Vilkovo city will be solved, which are too complex to be solved by the city itself: clearing Belgorod arm, displacing city dump, allocating place for cemetery.
5. Applications
· Full-scale canal solves the problem of floods in Vilkovo city. During the period of ice blocking within the delta water level rises and the city is periodically flooded. Critical masses of water may be drained through the canal.
· The port may be connected the railway.
· Canal's tracing allows for full control from Ukrainian side of access into UNESCO's Danube Delta Biosphere Reserve territory.
· The grounds, excavated during the construction, will be used in the limits of canal's trace or removed as construction material.
· There is a perspective project of eveloping port Ust-Dunaysk's infrastructure, connected with canal's construction project. The construction of mouth port in continental part of the coast is possible with further displacement of the Ust-Dunaysk port to new location. As the result, the question of river navigation will be completely solved, making possible accepting ocean ships with draft up to 14.5 m, displacement of freight onto river ships and its further transportation through all waterways of Europe.
Calculations will be given additionally to a partner and an investor.
