Adaptation and Rehabilitation Program of Ecologically Intense Zones Inhabitants

1. SUMMARY
The defensive concept of protection of a nature and a population as its main part in the Ukraine is today replaced new, the basis of which is not only the transformation, ecologically sound, sustainable development of agriculture and industrial complex, but adaptation and rehabilitation of population.
Ecological policy only of punishment of environments guilty in pollution of the environment the same as and narrowly the technical ecologization policy of industrial and agricultural manufacture can only then promote the decision of the Ukrainian ecological problems, when will be combined with a teleological state policy of rendering assistance to the population in realization of the concept of adaptation and rehabilitation of each person in conditions of extreme engineering loads. This policy should become a main direction of activity not only governmental bodies, but also of regional power structures for the nearest years and reasonably to be combined with work on the first two directions of ecological activity.
The medical statistics analysis in increased engineering loads zones shows a significant change for the worse in the last years of the health owing to increasing of pollution of harmful substances in surroundings. Alongside with the reasons of social character, called known revolutionary changes of our country, one of main reasons of health-reduction is decrease of immunity to diseases of the inhabitants of ecologically intense regions.
System analysis of a complex system "man - industry - environments" shows, that for maintenance of the person surviving it is necessary to combine the ecological management of industrial and agricultural manufacture simultaneously with human adaptation and increase of person's immunity to conditions of life in ecologically adverse conditions. The latter assumes development and practical realization of medical-biological and non-traditional methods of preventive maintenance, adaptation and rehabilitation, as well as health building of the person.
Sciences rely on modern achievements and integration of efforts in the spheres of a science, engineering, training and management, assistance in creating adaptations to and immunity from manufacture for the population.
The regional program of adaptation and rehabilitation of the population is developed for the first time in the Ukraine as for near Dnieper river region, and in a kind of the concept is offered for any engineering intense region.
Feature of the program in integration of efforts on joint activity in spheres of a science, engineering, training and management with the purpose of decision of problems of preventive maintenance, adaptation and rehabilitation of the population in conditions of a worsened ecological conditions in the Ukraine.
Main directions of realization of the program:
- Fulfillment of scientific research on the creation of engineering, immunity (predominately of natural origin), techniques of their application, technologies and equipment for their manufacture;
- Fulfillment of scientific research on ordering known and creation of new non-medicine methods of health building and adaptation of the person to engineering effects;
- Creation of industrial manufacture of adaptation, immunity predominately on the basis of Ukrainian raw sources;
- Development and realization of the educational ecological programs for all categories of the population.
Main sections of the program:
1. Organization of a system ecological education and training of the population and realization of direct work in ecologically affected regions with use of a network of ecological training and mass media,
2. System engineering of diagnostics, adaptation, the increasing of the health level and rehabilitation of the persons, received infringements of a health as a result of engineering effects.
3. Fulfillment of scientific research on ordering known and the creation of new non-medicines methods of health building and adaptation of the person to engineering effects, in particular, the development of ways to increase immunity and reduce the factors of risk at the persons, subjected to effect of harmful industrial factors.
4. Fulfillment of scientific research on creating adaptive, immune and other medicines for resistance against acting of harmful substances (predominately a natural origin), techniques of their application, technologies and equipment for their manufacture. Survey of natural raw sources of adaptive, immune and development of industrial technologies and creation of its manufactures.
6. Development and introduction of new food products on the basis use natural biological additives with adaptive and immune properties, ensuring preventive maintenance of diseases ecological ethnology.
7. Development and organization of manufacture of a ecological engineering and surviving means.
Besides the complex of ecological problems, connected with adaptation and increase of immunity of person, covers such questions, as:
- Planning of density optimum of the population and distribution of manufacture on the basis of the definition of ecological capacity of a territory and acceptance of the appropriate ecological quotas,
- Organization of nature using licensing in view of used natural resources, payments and penal sanctions for them non-rational use and super limit pollution of an environment,
- Development and introduction of a system of stimulation of activity on ecologization of environments and preventive maintenance of ecological infringements with the account acting nature defensive and tax laws, as well as opportunities of enterprise structures and public organizations,
- Creation in the Ukraine of the ecological market not only technologies and equipment, but also market of the adaptive and immunity, sorbents, and etc., market of intelligent production, labor resources,
- Creation of the cleaner production in industry and agricultural manufacture,
- Creation of a state system of professional training and retraining of the staff, of adaptation possessing by methods, creation educational -informative - consulting regional centers of adaptation and its association in a computerized state network.
For realization of the last task we created a Regional Center of Ecological education and also elaborated the Retraining Program for the medical chiefs and sanitation doctors at the rate "Adaptation and rehabilitation of the inhabitants in conditions of increased technical impact". It includes such topics, as:
- The system approach in the decision of problems of preventive maintenance, adaptation and rehabilitation of the population in conditions of increased technical loads. Integration of efforts of the experts in spheres of a science, engineering, training for realization of the program.
- Conditions of environmental surrounding, results biological monitoring.
- Technical factors of risk of infringement of a health. Influence of chemical pollution of a water, air, meal on functioning of the human organism systems.
- Modern adaptive, immunity and detoxicants (predominately a natural origin) and technique of their application.
- Problem of medical ecology. Training to new methods of express diagnostics of ecological diseases with use of personal computers. Modern methods of adaptation and rehabilitation of the population. Fulfillment of scientific research on ordering known and creation of the new non-medical methods health building and adaptation of the person to technical loads.
- Modern surviving engineering (household filters for cleaning water and air, devices of quality surveillance of environmental surrounding, and etc.) and technique of its use, ecologically safe dwelling.
The training course includes fulfillment of course work "Development of the local program of adaptation and rehabilitation of the workers of the enterprise (region of a city, micro-region)" with binding to a place of main work of the students.
The main aspect of ecological education includes as the main part in system of boosting environmental education and upbringing for the teachers of secondary schools and special technical colleges that is realized in our regional center of ecological education. We include in program such topics, as:
Earth - the cradle of humanity. Man's life and nature. Environment and healthy mode of life. Water and its significance in man's life. Problem of struggle against rivers, seas, oceans pollution. Culture of water consumption. Water regime of a man. Water as a health-making factor: hardening, shower, bath and sauna. UNESCO program on salvation and improving rivers, seas, oceans basins. The air we breathe. Sources of air pollution. Fighting air pollution. Pure air as a health-making factor. Ozone holes in the atmosphere and causes for their formation. Ecology of the atmosphere.
Environmental aspects of teaching physics, chemistry, biology, social sciences, mathematics. Continuity and complexity as major principles of ecological education.
Soil, kinds of its pollution. Fight for the preservation of earth's purity. Soil and the world of plants. Ecologically pure plants and man's health. "Green drugstore" of nature. Plants' role in man's life. Rare and vanishing species of plants.
Along with the common ecological problems we also include the main aspects of knowledge's about the methods of adaptation and rehabilitation of population such as:
Data about state of the health of inhabitants in the world, in Ukraine, in the Dnieper region, in Dniepropetrovsk. Alarmist and non-alarmist methods of fighting with nature pollution resulting from technological activity. "Greenpeace" and other social popular movements. Environmental services and social organizations. Medicinal herbs and herbal remedies. Forest and man. "Green lungs" of the planet. Fight against cutting and the elimination of forests. Man's health and the manners of behavior in the woods, woods' defense. Physiotherapy and man's health. Vitamin complexes of herbs and plants of ecologically pure zones, their practical application in improving man's health.
